New Jersey Lottery proposes rules regulating courier services to allow them to operate
My experience as a foreigner living outside USA..
My courier service allows me to buy tickets in overseas lotteries. I play worldwide over the Internet
Some services buy your ticket (your order) and scan it (to prove that they bought it :)). Some (My service) just seem to add the lines I buy to their total order.
If your ticket wins anything, they claim the prize (but your account is credited immediately.. It may take time to actually get the cash for larger wins).

Colorado legislators have introduced a bill that would roll back credit card purchases for lottery tickets and ban direct online ticket sales.
Some lawmakers in Colorado are not happy with the Colorado Lottery's unilateral decision to approve credit card purchases and direct online ticket sales, which the Colorado Lottery Commission approved in a meeting in November 2025.

Colorado bill would ban credit card lottery ticket purchases and online sales
The only reason a state would ban online lottery sales is to protect convenience stores. Those huge chain stores have equally large political lobbying efforts, and now you know why online sales get banned. All the reasons the politicians state are the best fiction they can come up with. The real reason is money and power.
(This is also why the carve-out for courier services is OK with them. It doesn't harm their political supporters, because the couriers buy from physical stores.)

Arizona Lottery bans Fast Play bulk ticket purchases
I would guess the lottery has determined mathematically that there is a chance somebody could purchase the jackpot once it grows to a certain size through bulk purchases. Even if tickets are quick picks, there will only be a certain smallish number that would overlap. So if they had lets say 5 or 10 percent of tickets that overlapped, they still might make a profit. I don't know the exact numbers, but I trust the lottery would make the rule in light of something they discovered.
