It is possible, that the prevailing attitude is since the distance from Florida to Puerto Rico is almost the same as Florida to Bermuda- what s the big deal? They both out there in the ocean, both spots are big on tourism, so what s the harm in playing the lottery in Bermuda? If Puerto Rico can have it, why not them?
