Even if all the combinations were purchased (which I understand did NOT happen here) and a courier or other third party facilitated the purchases, there was no crime committed. There was no intent to defraud, commit a crime, or other conspiracy.

sounds like an inside job. only an employee or manager would know about how much cash is in the machine to make the crime worth it, the best time to steal it, the best way to get it out of the store, the right kind of vehicle to move it, etc. i don't think randos did this.

Exactly. And lotteries will ask if YOU purchased the ticket. This story has nothing to do with gifting. Having your parents or someone lie for you is a poor example to set for a child. And buying alcohol for an underage person is a crime and people have gone to jail for it.

it was the first time a big winner was amongst the rejected pile.
I think I remember a similar story in the past, but it's not a good enough memory to be very confident. Memory aside, probability suggest that it would he been for a smaller amount prize.
