A bit of context for people who might not be aware. California's multiplier numbers do not work like the other states' do.
California divides the prize money derived from sales into 8 different buckets representing the 8 non-jackpot prize levels. Each bucket is its own prize pool that all the winners of that prize level share.

Just so I'm clear. It sounds like they are saying that each ticket that an individual plays will carry its own multiplier amount for non jackpot hits? So if I but five tickets, there could be a 3x multiplier on one, a 2x on another , 5x on another, etc? With the multiplier option NOT being a choice, I'm guessing theres no chance that they will not have a useless 1x multiplier as one of the possibles.

Kentucky Lottery adds new Keno game feature
The KY Keno multiplier is problematic because when the multiplier is 1 , the prize winnings are not increased and there is a 40% chance a 1 will be drawn. If a player bets $5 the multiplier costs $5 too making it a $10 bet. The MM and PB multipliers are much better bets because the lowest factor is 2 meaning for an extra $1, any winnings with the exception of the jackpot are at least doubled. That being said lots of players won 10 times more using the multiplier.

I don't agree with $2 tickets. PB has that now with an optional $1 for the multiplier. Hiking the basic ticket price to $2 would mean $3 total if you wanted multiplier. I think multiplier revenue would drop like a lead balloon then. That's the only way I'd want to see MM go, keep it at $1 and have an optional $1 for a multiplier.

UPDATE: Proposed changes to Mega Millions game will raise ticket price to $5
Actually, now that the multiplier will be a part of every lottery ticket purchase, it is mathematically possible for California to do it.
To do so, they would allocate a certain percentage of sales to each prize level, just like they do today. But to determine what each winning ticket would be worth, they would divide the prize pool by the total number of multiplied prizes available instead of the total number of winning tickets.
