Thief steals $27,000 worth of Pennsylvania Lottery tickets from gas station
It's double blinded in the sense, Scientific Games knows which batch has winning tickets but they're not in charge of where the tickets go. PA lottery is in charge of where the tickets go but they're not told which batch contains the winning ticket.
That's the basics of it, as I understand it. Quite a while back somebody from the security department of a lottery (Indiana, I think) was able to determine where a big winner had been sent and (again, IIRC) sent someone else there to buy all of

Three $1 million winning Powerball lottery tickets sold at the same New York store
I'm sure the lottery already looked at the stores security cameras along with ticket print times to know if it was only one person or not. Not sure if New York has vending lotto machines, but I had a issue once with a Michigan Lottery vending machine and customer support looked up the transaction from the last 4 digits of my debit card. The Lottery knows but there not going to give that info out for security reasons.

Iowa Lottery has delivered $6.1B in prizes since 1985
Iowa Lottery celebrates 40 years
Sales of the first Iowa Lottery tickets began in 1985 with a kickoff celebration at the Iowa State Fair. Forty years later, state fairgoers broke the Guinness World Record for the most people 1,380 to scratch lottery cards simultaneously, demonstrating the lottery's journey from $1 scratch tickets to a multibillion-dollar enterprise.
Since its launch was approved by the state Legislature and signed into law by then-Gov. Terry Branstad, the lottery has gen

Data breach at lottery tech vendor Brightstar exposes personal info of over 100,000 individuals
Another example of the identity verification process being hacked, just like the Tea app that was recently hacked, and many others.
In my opinion it's because securing uploads like identity photos can be a challenge, and these companies don't put in the effort or cost required to do it. It is enticingly simple to setup a simple cloud service and do security by obscurity meaning the files are not actually secured (locked down), but instead they rely upon people not finding them because you'd

Data breach at lottery tech vendor Brightstar exposes personal info of over 100,000 individuals
Social Security numbers, financial data compromised in multi-state breach

A data breach in a lottery technology supplier's internal system last year exposed sensitive information of over 100,000 individuals, including social security numbers.
Thousands of people across several states had their data exposed after Brightstar, a leading lottery technology company, was hit with a breach in November 2024.
On Oct. 3, Brightstar, formerly IGT, alerted Rhode Island Attor

By Kate Northrop
The Montana Lottery is the latest state to propose rules that would prohibit bulk ticket purchases after an unknown entity bought hundreds of thousands of tickets to scoop a $1.6 million Montana Cash jackpot in May.

Arizona lottery retailer employee sued after buying $12.8 million ticket knowing it was a winner
Well those things rarely happen in precedent setting cases without counsel having participated in fraud, missing court ordered deadlines over and over and general outrageous conduct. I have seen it happen in two divorce cases where a friend and an acquaintance married bums and regretted it a few years later. Both husbands kept changing their Counsel every few months because they did not pay their prior attorneys and engaged in lying to the court about not being able to attend court hearings sinc
