It appears that NYS allows for the best lottery scratch off Alabama, Alaska, Hawaii, Mississippi, Neveda and Utah Have NO LOTTERIES at all and North Dakota and Wyoming have NO SCRATCH OFF's and the highest scratch off in the country is TEXAS $50 for a scratch off at 7.5 million top prize And so NYS 30 scratch off is the best highest and best for the money.
