It's possible that if the store that cashed the ticket had similar issues or complaints, the security office could run a sting operation on them to see if they will cash clearly forged tickets or tickets on electronic devices (which is likely a violation of their lotto vendor license). If that's the case, the security office will be tight-lipped about providing any information until that is complete.

Not sure, but there are people who have access to the manifests and they are typically security officials. These days these are kept in databases and not on paper, so anything that was a DBA or in security could have access to all the games and where the tickets are.
