Thief yanks entire lottery ticket displays from two California businesses
This reminds me of a guy who owned/owns a store where they sell Lottery tickets. He said a couple of his Employees stole a bunch of Lottery scratch off tickets and when confronted, they claimed they would pay him back with the winnings. :/ He had an ingenious idea. A 36-year-old Vacaville, California, man who police say stole his roommate's lottery ticket worth $10 million in late 2018 struck a plea deal earlier this year and was sentenced to eight months in Solano County Jail.

Three Ohio Lottery Commission workers fired after theft accusations
Three Ohio Lottery Commission workers lost their jobs last week after a watchdog agency accused them of stealing nearly $3,000 in goods that belonged to the state from a Cleveland warehouse.
Scott Kronik, Walter Liszniansky and Jeffrey Chapman were fired on Friday, lottery spokeswoman Danielle Frizzi Babb said.

Great post CdanaT! However your logic will never win out over envy and theft in the hearts of man. Society is based off self interest. What people can't make they will vote to steal it. NY brothers claim $5M win from '06 lottery ticket
The statute of limitation for theft in NY is 5 years, but that's more or less irrelevant. If the ticket is stolen they're both guilty of possession of stolen property, which in this case is a felony that could get them up to 25 years, the same as for the original theft. Then there's the fraud they just committed by claiming the prize as their own.
