Should illegal immigrants be able to claim lottery prizes?
I think that allowing illegal aliens to participate in the lotteries is a great way of keeping that money in the country as they are most likely going to just lose their shirts. However, there should be some precautions if the winners are not legal residents of the state in that the tax withholdings should be increased from 25% (for federal taxes) to the highest marginal rate of 35% and likewise the state income tax with holding should also be increased to the maximum marginal rate to insure tha

Fooled by Randomness
I've mentioned in other posts that I don't participate in computerized lotteries, because there are too many oportunities for fraud. If you're talking about pre and post draws of mechanical ball machines, I have no problem with that. It may be necessary to insure the machines are functioning properly. Regardless of pre/post draws, if the balls are not fraudulantly weighted, and the machines are reliable, when the senior citizen (in PA) is present, and the button is pushed, it's a random draw. It

Canadian gets 9 years for U.S. lottery scam
At least some aspects of the lottery are being scrutinized. I would like to see some independent computer software auditors given access to the inner machinations of the lotteries. Since lotteries are state entities I suppose it would have to be multiple independent state level audits. The reason I'm not hopeful this will happen anytime soon is because unless someone discovers evidence, statistical or otherwise, that something is awry in a state lottery enterprise somewhere, there will be no inc

Canadian gets 9 years for U.S. lottery scam
In addition to his prison term, Anekwu was also ordered to pay restitution to his victims, totaling more than $510,000.
Usually in fraud cases like these, the victims never get their money back or they get pennies on the dollar. The only good thing is that Anekwu can expect to be sued many times over.

Is the Millionaire Raffle ADM Hacker Proof?
You're on the right track GasMeterGuy. The only way to completely avoid fraud if Pseudo Random Sequences are being used is to use a PURELY RANDOM method to select the SEED. As you allude to, a common way to do this is to use, say, the low 31 bits of the system clock, ticking away in microseconds. Another way that I used in the past was to let the program run in a loop while waiting for a researcher to trigger the beginning of the random sequence. Each pass through the loop I would call the rando

Judge orders release of ex-NC Lottery official
A judge on Tuesday ordered a former North Carolina lottery commissioner convicted of five counts of the honest services law released from a Georgia prison.
U.S. District Judge James Dever III said Kevin Geddings should be set free as he seeks to have his 2006 conviction vacated. The decision came just hours after prosecutors said Geddings should be released.
Geddings was found guilty of honest services mail fraud for not disclosing his financial ties to a company that was expected to bid f

We must lobby against pre-tests, it is hurting our odds. How many winning numbers went invalid because of this pre-tests? Must be a lot. This is unacceptable. 9 pre-tests is simply pure fraud. That's 9 potential tickets being scrapped, they are making sure scrape any chance of someone winning. That's like pulling out a winner and telling the person who holds the ticket that it was just a joke and that they have to do a re-test. How many times is testing acceptable? I play no more than 20 picks a

So let me guess, they conducted pre-tests which cause them post/produce the results so late, causing millions of people loose because THEY aren't satisfied with the first few numbers the machine produced? Isn't that fraud? How much pre-tests are acceptable, until they eliminate all of the numbers whom they think people would have fairly won off, or just until they get the gut feeling that they've sunk low enough? I hope karma bites them in the butt. All states that conduct pre-tests should be si

They just threw 628 and came back with 629. Blind fraud.
But they said the lottery is random, we MUST believe them.
