What's the ideal or assumption of changing the matrix of P3 from 3/10(1000 combo) to 3/30(27000)? You do know that every draw set is mutually exclusive, how does changing the pool size from 10 to 30 helps? The rule of the game is clear: 1.Every digit has 1/10 chance(not 1/30) 2.Draw type is digit with replacement(digit repeats, so am perplexed with 3/30 module) 3: A draw set has a ratio of 1/1000 not 1/27000.

If you look at the last 10 drawings, you will see a bunch of repeating digits. It has to be the case because 10 drawings involves choosing a digit 0-9 30 times, and since there are only 10 digits, there will be at least 20 repeating digits in there. It is totally random. In lotteries randomness refers to probability - each number (in Pick 3 but not in jackpots) has the same probability of being drawn next.
