Mega Million Is Rigged! I Proved It!
One way cheating could happen is to film multiple live drawings and by searching for the lowest payout - televise that drawing only.
I hope that can't happen or someone on the staff would publisize this sort of fraud.

Yea, good point with the fraud part of NOT being the one who paid for it. Now next question is 'If you lost a jacpot winning ticket and someone else turned it in so you could get it back to claim the win - would you give the person who turned it in any money???
I think I would but not sure how much.

to those who didnt read the article yet jumped to conclusions that would only apply in your world, the reality is, justice was served and the rightful persons were given the chance to prove they bought and had rights to claim. Sorry that it doesnt give more factual answers as to whether it was signed or not, or how Fraud is defined in legal terms.

Florida Lottery Raffle drawing crowns 7 new millionaires
per the Florida Firecracker game rules : Tickets from 000001 to 750000 will be issued in sequential order.
No where does it say it will contain 7 digits. If someone had a ticket with seven digits they need to go back to the store that issued it and file a fraud claim against that store. ( Just kidding, since its doubtful a seven digit one was printed/or legitimate)

Scratch Offs Not Being Paid
Good you reported that to Lottery HQ. It is spelled out in their retailer agreement which the store signed that they should have given cash for a true cash winner. Either the clerk was not aware of this or the store does this to sell more tickets. Most state lottery offices would followup with the store and although a single instance of this type would not get their lottery authorization yanked, continued incidents would. Either she was very stupid or tried to commit fraud.
What they should do is have machines where you can check for winners with scratchers too, and not just number games. In Michigan, there are machines where you can put a ticket under it to find out how much you won, but for scratchers, they only have them at the other side of the counter. Having those machines could help to prevent fraud. I wouldn't stop to report these clowns, even if it is just 10 dollars.

Arkansas lottery retailers to be policed for fraud, officials say
I think that all retailers have a right to win lottery prizes as any lotto player do. There could not be any possible fraud. If they spend their money to nbuy the ticket, they should have a chance of winning as well. Of the retailer have the chance to buy the very first ticket, but it wouldn't make a difference. Lottery are a game of luck. Just because someone is being lucky doesn't mean that they are doing something wrong. The retaoillers are just lucky.

N.C. needs to get on the stick and start conducting these investigations/sting operations that other states have been doing.
