Good morning! That's an excellent and fascinating question. The idea of a $5 billion Powerball jackpot is mind-boggling and pushes the limits of the lottery system itself.
Here s a breakdown of what would likely happen if the jackpot grew to such an astronomical

$1.3 BILLION: Powerball jackpot soars to 5th-largest in game history
Of course the system would not know if you picked the numbers 1-2-3-4-5-6. You definitely would not get much money if by some miracle the numbers hit because about 10K people a day play 1-2-3-4-5-6. This reminds me of the TV show Lost. When the fans of that show played Hurley's lottery numbers of 4-8-15-16-23-42 in the ($355M) Mega Millions drawing in 2011 and hit 4 out of the 6 numbers and 26K people won $150.

North Carolina lottery winners of $5 million and more could remain anonymous
Publishing the identity of lottery winners is putting a target on their back. Thankfully, State Lotteries in Australia allow winners to remain anonymous.
Graeme Thorne was an eight year old Australian boy, who was kidnapped and murdered in 1960.
A month before the kidnapping, his parents, Bazil and Freda Thorne, who lived in a modest rented flat in the Sydney beachside suburb of Bondi, had won 100,000 in the newly conceived Opera House Lottery, designed to raise money for the constructio

But lottery sales would plummet. The whole fun of the lottery is seeing what someone does with the money. No one would believe that it is legit if you couldn't expose the winners. They would think it is like the Publishers Clearing House scam.

You Can't Lose If You Don't Play
For me the entertainment value of playing the lottery is that I may win some serious cash or not win.
My focus is on the prize as such I don't focus on the input, aka, my money for buying the ticket, as a loss.
When one goes to watch their favorite NFL or NBA or whatever sports team play, the outcome is mostly a win for one of the playing teams.
If your team does not win, I don't think anyone says that they lost the money that they paid for the entrance ticket.
My thoughts.
