@phileight: I would encourage you to do a bit of research on scandals yourself. I didn't go into great detail because of time and space. If you could rig a drawing there are two reasons to do it. One, as in the case of Eddie Tipton's rigged drawings, would be so that you, or your friends or associates, could win that drawing.
