As others have stated, the larger over $600 Florida scratch ticket winners have non-winning three letter codes. I wouldn't be surprised if these three letter codes on the big winners are also recorded as an extra security measure so on the big winners they know what three letter code is supposed to be on the valid ticket (someone trying to fake a ticket would also have to know which non-winning three letter code would go on the ticket).

Sure they can but they aren't suppose to until a ticket need to be verified. A few years ago Indiana had a security person take a peek and send a couple of his buddies to the store with a million dollar winner to buy the whole roll. He didn't give them an equal share of the winnings, they talked and they all went to jail.

Both Powerball and Mega Millions are supervised by the Multi-State Lottery Association aka MUSL. Their website is a little outdated but has relevant information. Both the PB and MM websites also have information related to game security etc.
