D.C. woman's 'winning' scratch ticket voided

A Washington, D.C. woman is taking on the Virginia Lottery after she bought a winning ticket worth $20,000 but is not getting the money. The lottery said the ticket was issued in error.
When I saw that $20,000, you don't know how excited I was, said Ardella Newman.
On Aug. 22, at a lottery machine inside Shoppers in Alexandria, Newman thought she hit it big. On a $2 scratch-off ticket she matched the number 16 for $20,000.

What's your main purpose of logging onto Lotterypost.com
I look to see what's going on and if anyone has figured 'anything' out. I am in a continual debate with my brother (I don't bother with anyone else) about whether or not drawings are 'Random'. First, the Scratch tickets are NOT random - when you put a Guarantee of X amount of winners per pack ? Then, how can that be random? Now, WHERE the ticket packs are distributed? That could be considered random with a jackpot winner every 20,000 pack #s or so, depending on how many jackpots in the game vs.

So I went down to Stewart's last night and bought my tickets.
Things didn't go too well. The young lady behind the counter said their machine Has been acting funny lately because it wouldn't read my playslip. Then she said Oh I see. You don't have enough numbers filled in. You have to pick FIVE numbers, not just one.
So I explained to her what a partial QP was.
Really? It'll DO that?
Yup I said.
She tried the playslip again. Nope.
Then she says I can just manually punch in

Powerball is a random game that knows nothing about who buys a ticket or where a ticket is purchased. Why do the same few states often consistently win, if powerball is truly random and knows nothing about where a ticket is purchased?

Okay so where is the ticket the machine read from the card for the day draw? Unless Ohio has found a way to
void upcoming winning numbers from playslips, it's out there somewhere. I wonder if, when you left, it spit it out
AFTER the night ticket.
Night is default, you put in a number it plays night, you have to ask for day and they have to punch
it in that way. Even if the machine was sluggish - ours are in PA too for the last few days - the reading
was in there.
