I take it that you also think that working a JOB is a fraud in that Uncle Sam does the exact same thing in taking 15 to 28 percent of your earnings...actually, the government takes even more than that from your weekly/biweekly/monthly paycheck...after the federal (usually always applicable unless military serving in hazard zone like Iraq/Afghanistan) and state (if applicable) tax, you are are hit with Social Security and Medicare. Those self-employed individuals have to pay self-employment tax.

True personal story (getting ripped off)
The best defense against this kind of fraud is to make sure the clerk scans the ticket (YOUR ticket, be careful! A shifty enough clerk could have a few $3.00 winners up his sleeve...) and the termial readout is facing you. I find it hard to feel sorry for anybody that tried to fraud anyone. What if the shoe was on the other foot ? What if he got away with it ? Where does it stop ? Who else has he done it to and gotten away with, even if it's a low-dollar ticket ?
