NCEL openly admitted that they can CHANGE the rules at thier own discretion.....so the question remains: how is this game fair if they can change the rules to increase revenue for themselves.. This sounds like cheating to me..!!!!

The problem is this; clerks can and do cheat. I've heard of them running a needle through the scratch material to see if there is a winner. Buying the winners and leaving the rest for the public. At the very least there is a pattern to winners and losers. When a roll has produced many losers in a row there is a winner coming up. A clerk who is paying attention can then buy a few and win. I'm sure the TLC had complaints in the past about clerks cheating players so they should have done a more thorough investigation before paying off. Joshi was a student at the University of Texas at Arlington, I doubt if he told them he also worked at the store that sold the lottery ticket. One way cheating could happen is to film multiple live drawings and by searching for the lowest payout - televise that drawing only. I hope that can't happen or someone on the staff would publisize this sort of fraud.

Well here is the image from last night's drawing: All the balls are there. How are they able to cheat? They can't duplicate certain numbers, because they risk drawing a repeat number. They can't have blank balls, because they risk pulling up one of those blank balls. So, how exactly are they cheating? Instead of getting defensive and angry, just offer up some proof.
