As long as these games are local gambling schemes agreed on by a few participating states, the Federal government shouldn't require every state to join one, they aren't that important to the national interest. I voted No because MegaMillions and PowerBall are really local games run by each participating State. Each state contribute ~32% of their local sales to the jackpot which is shared by all the participating states, but each state is responsible for paying all other winnings except the jackpot out of their local sales. Mega Millions hit again!
Mostly this is just luck of the draw. Megamillions has produced two jackpots of over $200M annuity this year, the last in April. One could triple the odds against winning and still have every jackpot won. It's luck. I used to play lotteries on every draw. Now I only play them when the jackpot is large, and I use the expectation value. I'm not sure that longer odds is really the answer. I suspect that if they made the odds against winning the lottery infinite, no one would play.

Does anyone know if their jackpot was won? If it rolled again, this will leave MM's three biggest states, CA, NY, and TX all with larger in state jackpots. That will put a strain on MM sales, I'd guess.

Frankly I don't like spending an extra dollar for a game. We don't have MM in Florida, but Fantasy 5 has EZ Match. At first it was very popular and the jackpots increase quite a bit, but I think less people now are spending the extra dollar.
