I think you are accurate.
The $200MS top prize paid out over 20 years which resulted in a greater lump-sum payment of approximately $800,000 (80% of advertised jackpot) currently because of current low interest rates. However, when the game was released, the lump-sum payment for a top prize was budgeted to be $671,000 for the prevailing interest rates at that time.
The $10 Holiday ticket pays the top prizes over 25 years which results in a slightly lower lump-sum payment of about $1,500,

While I agree with you about the improbability of the Lottery intentionally pulling/destroying jackpot tickets, what bothers me is that they do pull/destroy tickets and don't bother with the rather simple task of scanning those tickets before destroying them so as to remove any winners from the available pool. Sure there will be an initial cost of developing a set of machines to quickly remove the scratch-off material and scan the tickets, but it'd be an almost imperceptibly minuscule expense fo

Use digits of pool for interval points, keep things simple!!
The pool is 0123456789, the transition of digits(variables) changing identities is pretty much dictated by prediction intervals.
