I don't think it's because of the third drawing in a week. People tend to buy lottery tickets on a per-week basis, not a per-drawing basis. I suspect that many people who were buying multiple tickets for the Wednesday and Saturday drawings stuck with the same weekly expenditure or maybe added one more ticket. Based on the worksheet I figured a roll should be about 1.011 billion, but playing it safe and advertising an even billion isn't a surprise. The most recent worksheet estimates the supported annuity at 1.017.
