Is this legal?
I am buying 100 tickets with the exact amount collected in the pool, then awarding the pool winner with a book of UNSCRATCHED tickets. Why is this so hard to understand? They could win 1MIL and never tell me.

I don't see a problem with the legality of doing this. If I bought a ten dollar scratch-off, and subsequently decided I didn't want it (before scratching it) and sold it for 10 dollars to someone else, what's the problem? As I see it, the same holds true if I sold an entire pack of unopened scratch-offs to someone else. (As long as it was sold for the same price that was paid for it.) In your case, you're actually selling the chance to win the book for a fraction of what it would cost to buy

Powerball: Quick Picks or Pick Your Own Numbers?
I chose QP, because that's easier for me. I used to have favorite numbers I played in the Texas Lotto, but when MM and PB started being offered, I agonized over what number in the set to use for the bonus/powerball. I use QP exclusively f/ those two now. When the Texas JP is on up there, I sometimes play my set and a QP, but seldom play more than a single line on MM/PB - at $2 $3 line respectively, it's more than I want to budget for lottery playing. Lottery Pools
At work, we have a lottery pool of about 20 to 30 people depending on the jackpot size. Our lottery pool manager has a signup sheet. We pay her the buck or two which goes into an envelope and sign our name on a sheet. She then makes copies of the tickets and hands them out. Whenever we win a few bucks, the winnings are rolled over into the next drawing.

I run a lottery pool in my office and I give copies of the tickets to everyone in the pool so there's no question if the winner is our ticket or not. I also buy my own tickets and I don't want to risk a mix up in case my ticket wins.

Players have doubts when they join a pool of co-worker whom they see and work with everyday, I imagine they have even more doubts playing in a pool of made-up names that only exist on the Internet. You'll have a better chance starting a lottery pool in facebook. I've seen friends who have done this, multi-state even. The rule is simple, anyone who posts their tickets online joins the pool for that drawing.
