February had 11 which the first digit was a repeat from the previous play.
You can probably play the front pair for 50 cents so it would cost you $5 to play all the front pairs with that digit or $145 for the entire month. Those 11 hits would get you $275 or a nice profit of $130. There are other betting strategies like playing a $1 or more on some of the second position digits to increase the profits.

What's the cut off point for you?
Okay lets comment on it then, technically size does matter, its personal opinion, if one will spend the same amount on the jackpot frequently no matter what the size, why would spend when the pot is low when you are spending the same price when it's high?
Me personally 15 is basically the same as 150+, only difference is what your personal opinion is of currency. You could use both values to increase your wealth or decrease your wealth.

Powerball lottery jackpot hits $200 million
So, no it is NOT $230, at best, it will 25% of that. That is closer to the real world.
Maybe so, especially with inflation; even though the lottery does increase its annuity payment each year. However the lottery does pay out $230 million either way, but just doesn't like to say that 25% and more will go to the greedy IRS.

scratch off amount
I am ashamed to say that i am currently purchasing 1 $5 ticket daily for the California Millionaire scratcher. I am trying to save up enough tickets to be able to mail in at least 100 tickets all in one day for one drawing. I have been saving to 3 months. I am giving myself ONE drawing to shoot for. After that its over. I never played scratchers and won't play again after that. I did it to increase my chances since it has a second chance option.

How do I determine the interest rate received on annual payments?
Depends what you mean. If you take $9M and divide by 26 you get about $346K a year. So the rate on $9M each year would be is 3.85% since 9,000,000 x 3.85% = $346,500
If you took the lump sum, your interest rate would vary depending on your investments. Averaging 6% a year for 12 years doubles your money. Investing in stocks, commodities, real estate, etc. should increase that amount substantially, but there is always some risk.

Spending more money for tickets doesn't increase your chances much. 100 out of 175,000,000 isn't much better than 5 out of 175,000,000.

I second Benmas opinion! PA is simply giving money away to the south and to the west. Its time we bring it home where I can spend it best!!
The powerball will increase dramatically once the Mega hits! Seems folks flock to the highest jackpot after the other one is hit. I chose 'tween 150/170 since that is just two draws away.
