The Anti-Quick Pick System
Using a system to select lottery numbers both increases AND decreases your odds. Your goal of using a system is to design it in a way that it increases your odds more than it decreases it. For example, one of the functions in my PowerBall program discards any sets that have 3 consecutive numbers. Ms Palumbo is no longer NY lottery director. A man took her place in November, hired by outgoing Gov Pataki.
Trust me, the ONLY thing that can help NY Blotto 59 is an increase in the payout percentage, which for Blotto has always been 40%. I don't know for sure what the percentage(s) will be with NY Lotto Extra, but I suppose it will be the status quo.

GPU Power
The applications that benefit from powerful GPUs are mainly games and high-end CAD applications used for 3-dimensional modeling of objects. I can't think of anything related to the lottery that would be helped by a powerful GPU.

Maryland Lottery raffle game sells fewer tickets than hoped
Agreed.
The way out of this situation is the way KY is currently conducting their raffle-type lottery, and I would expect more jurisdictions to adopt this method. They have not announced a drawing date, and the drawing will not be conducted until all tickets are sold. With adequate publicity this shouldn't be a problem and may increase sales as ticket availability becomes scarce. Who knows?

As of this writing, it doesn't appear that South Carolina will sell out either. I hope they do as Maryland did -- go ahead with the draw next week....

The best game for playing numbers that are based on birthdays would be one in which everybody is forced to play numbers that are also days of the month. You won't be able to do anything to increase your chances of winning, but you won't be increasing the risk of a shared payout as much as you do by playing those numbers in a game with more than 31 numbers to choose from. Yes, I do know of a few games here and there with availability of draw-order data. I am probably aware of more sources of lottery data than most people. I was talking about enough games being available to make it worthwhile to put the effort into it.
Many people do consider the draw order important, and to the contrary the small odds may increase the need for any advantage possible, including draw-order data.

Lottery counting system
Know this everyone, Thorp's book, Beat the Dealer did indeed do marvels for the game of 21....while educating the players that they only need to beat the dealer and not play to get 21 every hand, it also did more than anything else to popularize the game of 21 and increase revenue for the house!
That book created a lot of jobs for a lot of 21 dealers, true story.
