No idea who Tipton is but I'd say his assessment is correct. Simply for the fact of it being programming. As far as bias towards rigged/not rigged? Random/not random? Nothing concrete. No one will ever know if the draws are rigged 100% unless they get caught red handed. If they was to rig the draws, it would be through a central processing unit that did a count of the total combinations picked for each draw and an alternate un-picked combo would be picked as the winner. What about the lawyer(s) you already consulted with to sue the lottery? None of them believed your evidence? Pretty funny that someone who believes the drawings are rigged against him personally would continue to play.
