Of course they could decide to offer smaller starting jackpots. The rules are the ones they decide on, not some immutable natural law they can't change, and they could go back to offering starting jackpots of $10 million, just like they did 15 years ago, if they wanted to.
I suppose it's possible that they changed the rules to offer an unfunded starting jackpot of $40 million because they're idiots, but I'm inclined to think that it's because they think that it results in better overall sales

@EMTAdam - I have a huge problem with her statement. If jackpots are still showing on the website as remaining prizes and they are still selling the tickets till the end date, then my opinion is that the game should still actually have those jackpots and if they already scanned the returned books and the system tells them a jackpot ticket was destroyed the lottery should have a legal and moral obligation to update the website accordingly and not mislead the public. Honestly, I think it is pretty balanced. Most of Florida's population lives in South FL, and the highest percentage of ticket sales is in that area. More tickets being sold results in a higher number of books shuffling through that area. More books shuffling through should result in more jackpots being hit.

You got a point there with more balls .....higher odds BUT I will debunk that in comparing then South-African Pb with the Australian Pb......we have a cycle that no jackpots will go for 1 or 2 months and then we eventually get a jackpot winner. Granted, 1+1 is a nothing win, sort of. But, it's old news. The reason 1+1 is nothing is so the jackpots can grow bigger faster. Player in Tennessee wins first Powerball jackpot since game changed in Oct.
They should have left the games alone and stop tinkering with it. Powerball was much more fun to play when it only cost $1 and I was more likely to spend more money to play multiple tickets when it cost less vs now the $2 where I might only buy one or two for larger jackpots over 150m.
We don't need to see near billion dollar jackpots for powerball/mega million. When those two games get to 200-300 million nobody gets excited anymore. Change the games back to how it originally was.

People got comfortable with reading about folk winning $100 mil, then that got stale, they wanted more exciting jackpots , ones that would and could blow the mind. Mega Millions Sales Down Since New Format
To get larger jackpots players must spend lots of money for several weeks winning little or nothing to create one. It looks like the players figured out they probably won't nobody usually wins when the jackpots are low.
Ironically, poor sales lead to lower jackpots.
