If you mean Illiois since you said Little Lotto go to the Pick 5 Forum, look for Illinois Little Lotto Jackpots.
They are there for 2008, 2009, and thus far in 2010.
I think in that time span there have been 3 subscriptions winners, it's pretty rare when one wins.
Most winners have been quick picks.
The lottery makes money off of everybody that plays, it doesn't matter how they play.

Are we fooled to believe that there's a system?
Results speak louder than words.
In the sense that one did beats 1,000 gonnas , one jackpot produced by one system would speaker louder than a plethora of theorhetical jackpots produced by who knows how many systems.

overall i think it make me spend much more,
when both jackpots are below 100m, i just spend 1 buck on each, aka pocket change
once we get above 100m, i tend to spend anymore form 2 to 5$, record draws i go up to 30+ bucks per draw
so it wont effect my wallet more,
onless Both get to record highs, then i no doubt be spending a lot more over the year then if i just had 1 game to play

Illinois has had Mega Millions and added Powerball. We haven't heard a thing yet about the Megaplier but I'm thinking it might have to happen just to compete.
Right now the MM jackpoot is $15,000,000 and the PB is $115,000,000. The buck that would have went to MM will become the Powerplay on the PB.
Let's see, oh my head the pain.....$15 vs $115 million, and $250,000 for 5 + 0 vs $1,000,000.
