The point of a state lottery is to have jackpots in the $5 million range. The point of multi-state lotteries is to have huge jackpots. Big game winning tickets
Tickets for a multi-state game (Mega Millions, Powerball, Hot Lotto etc) MUST be redeemed in the state where the ticket was purchased. SPECIAL NOTE for New York: The cash/annuity choice must STILL be made when you play-a ticket marked 26 ANNUAL PAYMENTS means the ticket holder _cannot_ receive the jackpot prize in lump sum.

Message to Ohio Lottery players
Now that Ohio sells a multi-state game, there's no need to keep Ohio Lotto as is. Take one ball out of the number field (48 instead of 49), eliminate the bonus ball (draw six numbers only), pay $3 for matching three numbers, make 4-of-6 and 5-of-6 numbers parimutuel (maybe averaging the same amounts as now), and, making the jackpot start at $1 million lump sum (to eliminate the low cash value of the annuity since there would be no more annuities.)
