The lottery doesn't exist for us, the players. The lottery exists to make money (as any business). But the lottery doesn't have to jump through hoops or anything of the sort to develop a relationship with its customers, it just has to offer the game.

If the current cash value is 60%, then I think it's a result of higher than normal ticket sales.
The actual cash value is always directly related to ticket sales, because a percentage of sales goes to each prize level. The relative values of the cash in the prize pool and the annuity value is determined by the interest that is expected to be earned with the cash. Varying tickets sales has nothing to do with it.

What is your lottery income?
Those are predictions and your guess is as good as mine to whether those predictors play all those combinations.

Raffle rules applied to a jackpot game
Actually I as thinking kind of a combination of both a regualr jackpot game- people playing their numbers and QPs - but there's no drawing until all combinations are sold so there would have to be a winner.
(I'm also thinking we're entertaining our lottery commission lurkers, too).
It would beat expanding the matrix again, wouldn't it?
It doesn't look like the lotteries are doing anything to keep the ticket price the same and increase the jackpots.

Raffle rules applied to a jackpot game
It sounds to me like you're now describing a game that works differently than the one in your first post. When somebody buys a raffle they get the next available number because the game is designed to be sold sequentially. They don't get to choose the number, it isn't random, and I doubt that most people see the ticket number as a combination. FWIW, while they aren't promoted as such, scratchers work the same way, except that the tickets arent sold sequentially and if all of the tickets don't

POLL: Ever wonder why you play?
A couple reasons....
1. We all want to win. (And there are enough jackpots for all LP members!--fingers crossed for everyone)

Think about it . The games are played on computer. The computer instantly knows what numbers were played and how any many tickets were sold. The state is out to make MONEY . Computers can be easily programmed to pick numbers with the lowest amount of winners, so the state makes more money. That's an interesting question because it sounds like California wants to assume ownership of the entire jackpot prize from an unclaimed ticket sold in that state even though the majority of the tickets were sold in other states. In most states when there are 2 or more jackpot winners and one of the tickets goes unclaimed that portion goes back to the states.

You have some good sounding ideas, but unfortunately they would come under the once upon a time category.
Lotteries are set up and conducted to benefit the state and the lottery (and the private corporation running the lottery if that is the case), NOT FOR the benefit of the players.
A minute number of players get lucky and hit jackpots, but the players are just a necessary entity to keep the machine going, and it's a money making machine.

I would keep exactly what FL has now except I would change the matrix back to 6/49. I don't like the idea of a lottery run by the Federal Government. I'm satisfied with the smaller jackpots with better odds.
A worldwide lottery would be too complicated IMHO. Anyway, to me it would never be a real international game, since there are too many countries where just one dollar can be the difference between life or death, where the average annual income is less than $1,000. There are already
