Understanding that people are unhappy over the changes. But, the bottom line is that sales...sales...drive the jackpots. If sales are so low that they are unable to support the $40 million jackpot, and to keep increasing the jackpot each roll by $10 million, they did the only thing they could do. They can't keep bleeding. They are a business, not a charity. And those jackpot amounts are the annuity amounts, not the cash amounts.

Kentucky Lottery president and CEO set to retire
In today's meeting of the Kentucky Lottery Corporation's board of directors, Lottery President and CEO Tom Delacenserie announced his retirement effective March 6.
Delacenserie, who turns 72 years old this year, assumed the top job in May 2017. Sales from FY17 through FY19 rose from $1,000,501,000 to $1,129,655,000, a $129.1 million (12.9%) increase during his tenure.

$10M North Carolina lottery winner plans to spoil 12 grandkids
I checked on Zillow.com and a 3 bedroom house in Oxford, NC can be bought for $300k or less.
Plus, I don't think he will be giving each of his grandchildren a $200k gift.
If he is 52 now and plans to retire, he will need to be a little more prudent than squandering his money like you suggest.
He will have to have enough to last the rest of his life, without having to return to the working class.
