I appreciate that Elmozoe and have been told that before too but I just got off the phone with the security dept. at the NCEL office in Raleigh and asked them again to be sure they said no it could not be done. If you call and ask the person that answers they don't know but they will transfer you to the security dept. and they do that's who I just now talked to...but thanks for looking out for us anyway. How many pre-test draws are normal?
people think it's an unfair disadvantage for them to do pre test. I beg to differ because they change balls and machines for every drawing. The machine that was used for pick 3 might be in a pick 4 spot in position 2 and so on. The balls they used for tomorrows afternoon drawing might be locked in a cabinet and not used for 10 drawings from the midday drawing. pre tests are a part of the security measures.

Ditto Perdue, you are absolutely right, he should have signed the ticket, he is the sole owner, it is his responsibility. I know that when I buy tickets I sign mine as soon as I get them and I always check my own ticket there has been too many instances where people have been frauded out of there winnings. Mr. Willis should take responsibility for his own lack security by not signing his ticket.

What's to prevent Scientific Games or Lottery employees buying winners?
If it is a small prize, there really isn't any security. With a larger prize they would look for unusual patterns (such as someone buying all the tickets going to one particular store). Also, people talk, and that's what usually catches someone who commits the perfect crime .

Why don't I get a receipt for purchasing a lottery ticket usually?
Perhaps even take a peek at the store's security camera at the time of purchase. Who knows, if they have to roll back the tape to see who purchased a lottery ticket at a specific time, you'll be clearly identified.
