I bet the lady didn't tell the tellers why she was doing it otherwise they would have called the police and told her she was being scammed. Lot of minorities involved in those frauds for some reason. Some of the fraudulent clerks probably blame it on ignorance of the process or the language barrier. The way things are going in 50 years the Patel clan will not be in the minority. Hey rc, I believe one state was sued once because they continued to sell a scratch it game after all the jackpot prizes were claimed. The judge agreed with him. In NY where I live you can look up on the NYL website the top prizes report where it shows how many 1st place and 2nd place tickets are left in each current scratch off game.
