Local Winners
I give tips usually when I win but they aren't much, maybe $5.00 or $10.00. Somethimes I may even buy them a lottery ticket. My wife doesn't want me giving them a tip because she says it their job. Sometimes I call my numbers in especially if I'm at work and can't come play by the time they draw the numbers and I give them a tip. I doubt the part of the story about the MACHINE tearing the ticket because if she bought $6 so 3 tkts came out, in order to have mismatching halves from 2 different tickets then at least 2 came out torn. Not sure how that would happen but maybe it could. It's also possible to pull it sideways when it is sticking 1/2 out. I've got no problem believing her story (though I then have to assume she's not very bright), but that doesn't mean she's entitled to anything more than a new ticket even if she truly believes she has a winning ticket. She may be missing part of the ticket, but the barcode is enough to determine if it's a winner or not. As far as the other comment about trusting the computers, that's exactly how retailers validate tickets, and the scanner won't know that part of the ticket is missing. I'll note

The lawsuit if not thrown out, will never be won. Time and time again, courts have upheld the notion that lotteries do not pay on non-winning, destroyed or altered tickets.
I find the machine tore the ticket allegation to be suspect as well. Machines these days have bursters that press on the perforations between tickets - I don't think they could would cut through the middle of a ticket like that.

Ever Voided a Winning Ticket
That never happens in stores that sell lots of tickets or to clerks that understand what change the tape the means. I always look at it this way, if a clerk doesn't have enough common sense to put in a new tape when the machine instructs them to, how could they know if an unreadable ticket was any good or not. It shouldn't be necessary to tell the clerk to void an unreadable ticket if you don't pay for it.

... how many of those winning tickets from June 23rd are still around, most of them I'm sure have been trashed.
...how many of those ticket holders relied on the machine to tell them if they won.
...who brought this error to their attention, probably someone who checks their own ticket and knew that they were a winner.

xplorying you are always so correct ....legaly it is your ticket ;
since the only proff you need is to have the ticket ;
now if the ticket has been signed then it becomes a real problem;
the moral obligation is what you seem to have a problem with ,um let me ponder that one .....NAH I dont have any moral obligations when it comes to finding a million dollar winning ticket except good by...... NY ,and where can I buy

Pickling Up Trash Pays As Couple Find Winning Lottery Ticket
..........Wow, returning from pathmark one evening I purchased some scratch off's out the vending machine.....One I had won 10 dollars and put it inside my coat pocket, since I was on the bus heading home.......got off the bus and couldn't find it nowhere........
