That's much harder to explain. It MIGHT be an IT/ human error that caused 15 years of data to fall off the report when actually more data than that was planned to be removed. Reports such as these are some times trimmed. It could be the date range parameters used to delete data off the report had a typo in them and not all data they planned to delete was trimmed. I agree with your second paragraph. The first one still has an error: Two 1 in 146,100,669 chances 2*1/146100669 is 1 in 97,400,446. This is incorrect for 2 tickets (it is correct for 4 tickets). Each ticket has a 1 in 292,201,338 chance of winning, the same as a single ticket. But when you have 2 of them, your overall odds of winning with the two tickets is 2 in 292,201,338.
