Taking the profit out exactly what has to happen. But you're dealing with people who were willing to buy 25 million tickets to assure a win. A roll down game would allow them to buy all the 5 number combinations, spending much less and still end up buying a lottery win. Capping the payout punishes everybody for the abuse by people who could care less at this point. They won. They proved they can win any time they chose. They have the money and the necessary equipment to do it.
