Well, of course, the computerized drawings are not truly random. The algorithm is a pseudorandom number generator(PRNG). But, you can ,probably, forget about anyone figuring it out. Do pick3 tickets pay enough that winners need the services of a ten percenter? Not unless the ticket contained multiple plays of the winning number, which was addressed above. It doesn't matter. Why would anyone want to give away their activation key for free? How many dollars are involved in this appreciation? I dont think giving out a key code is fraud, since the corporation or interested parties are now defunct. Considering that Lotsoft no longer has an official administrator how does the autoupdating of databases occur presently? I dont see the value of using a program that cant update draws, or updating takes many hours.

I think this is similar to the case mentioned the other day of retailers keeping cashed tickets. Some states' require that the lottery retailer deface a ticket upon redemption, again, as an anti-fraud measure. In my experience though, most of the time the clerk doesn't do this....they'll just staple a validation receipt to the ticket and throw it in a drawer. You have two questions really. Should the state prove numbers are random? They do this continually by running statistics, looking for patterns, etc. That is their business to protect. Should they prove that the numbers won are random? They do this through their fraud divisions. One person, or store, or town continually winning straight numbers would get visited and interviewed for sure.
