Why are only Illinois residents allowed to play? The Wire Act of 1961 was intended to assist the states in enforcing their gambling laws. While gambling online is legal in Illinois, it's illegal in many other states. Because of that Illinois and any other state for now must restrict their online gambling to residence of their state. If I drive into Illinois and play their lottery and win I am entitled to whatever winnings the ticket has so I don't see why you should not be able to play

I like this question. I think how big winners believe they would spend the money can change. I forgot to add a housekeeper/part time to my list. KY Floyd, I made it as simple as the choice between odd an even, but some people still disagree that buying 2 tickets makes you twice as likely to win as buying 1 ticket.
