Why are only Illinois residents allowed to play? The Wire Act of 1961 was intended to assist the states in enforcing their gambling laws. While gambling online is legal in Illinois, it's illegal in many other states. Because of that Illinois and any other state for now must restrict their online gambling to residence of their state. I like this question. I think how big winners believe they would spend the money can change. I forgot to add a housekeeper/part time to my list.
