Jackpots rarely get up this high. This can be an advantage.

Chicago man claims $9M lottery jackpot in the nick of time
A Chicago, Illinois, man recently came close to losing $9 million that he didn't know he had.
Irving Przyborski had bought a winning Lotto ticket which was due to expire at the end of the day on Thursday, but he found the ticket last week in a tax folder and claimed it just in time.

Of course you're right and exactly why comparing how a system would do over the lifetime of a pick-3 game is useless. There is a 88 page plus discussion about a pick-3 straight system in the Systems Forum that involves using 4 digits in each digit position. That system evolved from another system discussed by many LP members. Jimmy wanted details so he could back test it using his 33 year PA pick-3 statistics even though the system or how to play it wasn't fully developed.

If you played Mega-Millions concentrating around the decades your results would be:
14 no hits, 74 - 1 hit, 174 - 2 hits, 223 - 3 hits, 193 - 4 hits, 63 - 5 hits, and playing the bonus ball in the same range would mean8 jackpots.
This is all predicated on the hitting the bonus ball, so it would be counted as one of your hits. Take away the bonus ball and the numbers change. You have:

What's with NY Sweet Million??
While I do agree that The NY State Lottery could do more things to ensure there are more winners every drawing of Sweet Millions, NY cant do anything that would create more million dollar jackpot winners. They'd quickly go broke if they did that.
What they can do to entice more people to play SM is enhance the lower tier prizes. Currently in SM, matching 5 numbers will get you a lousy $500. Come on!!! That STINKS. Matching 5 numbers is VERY HARD to do, yet all New York will pay for it is 500

Statistics around the balance of even/odd and small/big numbers
I still haven't seen anything like Four Os and two Es on a playslip.
It's easy to understand why that option and many other filters are not on playslips or on any of the machines for clerks to do manually. I doubt anybody would play all the combinations in your Lil Lotto game with 2 even numbers and 3 odd numbers even if the could on one playslip, manually, or fill out their own playslips because there are 194,940 combinations.
