How do you determine if a system is worth buying?
The problem isn't the $9.99 fraud, it's how much money you burn trying to win with it.
IMO the biggest problem with some of the systems we see on LP is the cost of play because most are daily play and with tweaking (add 1 and subtract 1, use mirrors, flip the 6 and 9, play straight/box, and yada yada yada) if all the combos are played, a box win can't cover the bet.

$180 Mistake! What would you have done?
Just another example of why clerks should be removed from the process entirely.
Millions of dollars are being made by the states, let them invest some of it to automate the whole process, from buying tickets to cashing them in with Lottery ATM's.
Let the only human error be made by the player and remove the opportunity for mistakes, blunders, fraud and theft by clerks.

If fraud is suspect and proven then no, it's not the final word. Lottery doesn't play sides, they follow the protocal of rules in place in the event such events occur.
That's the reason I have no worries about my tickets not being signed. If it gets stolen and my numbers come up, I'd contact the Lottery Commission right away with my info (picture of scanned picture, police report and rough description of what I look like for the store surveillance). But there are two issues here: What are law abiding lottery employees doing in normal practice/procedure, versus what are criminal lottery employees potentially doing.
The more specificity and targeting the lottery employs in the distribution of tickets,(if any) the more they open up the possibility of criminal fraud to take place by lottery (or vendor/distributor) employees like William Foreman.
