When any number goes on a drought, it's always tempting to assume that it's either overdue or too cold to hit. In truth, that kind of history has no bearing whatsoever on the likelihood that the number will be drawn in the next drawing. The odds of the Mega Ball being drawn in the next drawing are 45 to 1. In the the last drawing, the odds were 45 to 1. In subsequent drawings, the odds will remain 45 to 1 unless the matrix is changed. The odds of the game are simply not affected by draw history.

They say lightning doesn't strike twice but don't tell that to Donna Goeppert of Bethlehem, PA.
She won $1 million on a scratch-off ticket from the Pennsylvania lottery in January, 2005, and then on June 9, 2005, she hit it again.
Only five grand-prize million-dollar tickets exist in the lottery's $1 Million Blockbuster game, and Goeppert has won two of them.

We already have a system of lottery welfare. There is no discrimination. Criminals get it too. Everyone you listed gets it. You got it in spades, a free winning ticket!
Indirectly the taxes paid on winnings help US interests and that includes foreign aid. Some countries will always be poor and always ask for more. It appears that throwing money at things does not meet a foundational need.

We play what we can afford to Invest in a particular number (at leastthe wiser of us) for the Lottery Powers that be, who as you said Loves us and know what we represent in terms of income to thelottery, they know what we represent; thus having to keep us happy too!
Well, when I see even just a few of these smart players you mention popping jackpots or 5 + 0 consistently I might believe it.

Of all the lottery players out there, let's take those who believe lotteries are not random as a subset.
Now, what percentage of that subset have hit jackpots, or even 5 + 0 in the 5 + 1 games consistently? Obvioulsy not enough to concern the lotteries as the games are still available to be played.

Virginia Lottery's New Year's raffle winning numbers
The Virginia Lottery's latest raffle-style game, New Year's Millionaire Raffle, was drawn Friday, and made three instant millionaires.

I am trying to find some stories about those people who didn't seem to deserve to win a jackpot but did. So far I can think of that British rapist who won a sizable jackpot while on a short leave from the prison. And LP had the story of this druggie who blew $24 mils away for drugs and luxuries. Store that sold $128.6M Powerball lottery ticket identified
Kentucky lottery officials have identified the store that sold the state's largest Powerball jackpot winning ticket over the weekend, but no one has claimed the prize as of Monday morning.

But i just need to know how effective this Quick Pick is, no harm in asking.
There is no way compare the results of one RNG with any another. You're only asking any computer to select random numbers and cross your fingers and hope the numbers drawn will match the selections. Using the QP option on LP's wheels will give you much better coverage of the selected numbers but there is no system involved that give that group of numbers an edge over another random group.
