You may be an atheist but you're certainly implying you believe in karma (briefly, what goes around comes around....we'll stop it short of reincarnation to come back and learn karmic lessons).
As far as deserving to win a jackpot, there' are plenty of people who deserve to win a jackpot, but that's just not the way it works.
As far as giving vagrants $1, well the law of karma will see to it that you win an occassional dollar.

I guess I am talking about the life of the lottery and the political talking point of what the rest of the world does that is all, Spain, Australia eg. The lotteries generate huge amounts of revenue also from the wagers not just the winners of the jackpots, themselves. The govt. is an equal opportunity double, triple, quadruple rapist, when it comes to taxes.

Virginia Lottery's New Year's raffle winning numbers
The Virginia Lottery's latest raffle-style game, New Year's Millionaire Raffle, was drawn Wednesday, and made four instant millionaires.
The winning numbers for all prize levels can be found on Lottery Post's Virginia Lottery Results page (www.lotterypost.com/results/va).

$170 MILLION: Mega Millions lottery jackpot raised

Wisconsin couple win in lottery -- again!
What we know is 4 winning tickets were turned in purchased from different locations.
The Wisc SuperCash 6/39 game pays up to 20 fixed jackpots of $350,000. each. After that a pool of $7 million is divided among winners.
Tickets are 2 for a dollar.
The game is computer drawn.
Just because 4 winning tickets were presented to the lottery, there may have also been lower tier prizes paid in cash if a wheel was used.
