No Buying Tickets For Lottery Retailers
No protection is ever 100% and it would be foolish to think it so.
The idea is more often then not lottery customers return to the same location where they bought their tickets to have it scanned to determine if they are winner and of course to buy tickets for the next draw.
This is the point of oppertunity for a clerk to announce a lower prize win, pay off in cash and then claim the prize as if the legitimate owner of the ticket.

Excuse me, but that is a statement that you need to clarify, because I can't for the life of me make sense of it.

DC Raffle Sales...Not Too Good!
The success of these raffles seems to depend on the state because in Florida's first raffle JustEx was shut out before she could get a ticket and it took over 7 weeks for Ohio to sell all the tickets in its first raffle draw and I believe less than 75% were sold in the second. Kentucky had to extend their drawing date because of lack of sales yet Michigan sold out $50 tickets in a couple of days.

Hey Jeff,
The Hoosier Lottery did indeed roll over for the 84th consecutive time! Since the next draw will be in August we we are now in the 10th consecutive month without a jackpot winner.
As for the number of free tickets given out...this is about right for the current run. I have followed this statistic for a couple if years now and traditionaly they give out more free tickets on Saturday than they do on Wednesday. Presumably this is because they sell more tickets for a Saturday draw

As to the first part of the question...Yes lottery winnings should be tax free...as they are almost everywhere else in the world.
As to the second part...Yes Powerball and Megamillions should do away with the deceptive practice of advertising the annuity as the jackpot prize and the ridiculous notion of a cash value. No other business in the U.S. would be able to operate this way.

LUCK. born with it or...?
I chose that you can think positive, but you can't force luck. I also agree with four4me because each day we have some luck that comes our way. I feel lucky just to have a roof over my head. On the other hand, I'm not sure the term is luck at all.
