I've read that Illinois Anonymous , is it true / false.
Because of the IRS, state taxes, and state laws like open records requests, its very difficult for any winner to be 100% anonymous, but rules like those in Illinois at the least gives the winners a head start.

I think this is due to the trend towards other lottery states moving towards anonymity or some degree of anonymity. California does not want to become an anonymous state so it was probably costing some ticket sales. So backing off the over the top publicity probably encouraged more sales.
