Former W.V. Lottery inspector admits lying to feds
A former inspector with the West Virginia Lottery Commission admitted Wednesday that she lied to investigators about taking money from a former state delegate who ran an illegal gambling ring in West Virginia and Kentucky.
Carolyn A. Kitchen, 55, of Chapmanville, admitted that she lied to investigators with the Federal Bureau of Investigation and the Internal Revenue Service when they questioned her about her involvement with Joe C. Ferrell in February 2008.

This would only apply to tax form payouts.
No. Clerks wouldn't have to enforce it at all. It would state on the ticket, similar to saying you must be 18 yrs old or older to play. Whatever enforcement the lotteries have for that law - it would be the same for illegals.
If there are kids winning big in the lottery and they find some way to get their tickets cashed, I'm sure illegals will too - can't catch them all. But if fraud is suspected at least the lottery has some recourse by controll
