The numbers that Tipton rigged had zero chance of matching the overwhelming majority of numbers picked by an RNG or by players. If Tipton hadn't eliminated the overwhelming majority of combinations he wouldn't have had any advantage because he'd have been playing against the same odds as layers who weren't cheating. Still, feel free to explain why the odds matter when the drawing was rigged.

l seriously doubt Tipton ever intended to pay restitution. I mean his whole aim was to have money flowing into his bank account, not going out.
I noticed that he signed the restitution agreement followed by his attorney s then the Attorney General of certain States. Tipton probably figures, peace treaties are signed all the time before the ink is dry, the bombing commences. People sign child support agreement, then they go missing, to Tipton signing a piece of paper is no big deal.

Lottery scam investigation comes to Tennessee
Iowa Assistant Attorney General Rob Sand alleges that Tipton installed software known as a root kit that enabled him to manipulate numbers in computers that were supposed to randomly generate number combinations for several lottery games. The second trial for a former lottery official accused of fixing jackpots in five states will be postponed until next year.
