Coursera.com offers a lot of online classes in these topics you are interested in, and you can take them for free if you select the audit option. If you just want to learn how to program neural networks, and you don't want a certificate of completion or have someone grade your homework and give you feedback, it's a good free option. Ultimately I think you are the only one who will ever be able to create this grand program you have in your head, so you must try to learn some of these skills.

Reading between the lines, and knowing what I know of a bureaucrat's thought process, I think what happened here is their ball machinery and/or balls were due to be replaced or repaired and they realized it would be much much cheaper to replace them with computers. I agree with gatorsrok. An audit isn't a problem if you have a big box of tickets reflecting the exact value of the losses you deduct. I can't imagine ever being rich enough that that x-number of thousands of dollars saved wouldn't be worth throwing my losers into a cardboard box instead of the trash.
