I can answer that. Anyone can call them self a professional lottery player . And develop winning strategies.
Not true. A significant majority of players lose more than they win because they have not developed a winning strategy.
But buying 25 million + tickets containing all the possible combinations by conglomerates are not professional lottery players . They are simply gaming the system and cheating all the other players.

Hey Lottery-Junky. Not a silly question. No. I have never looked at Stars and the Ohio Lottery slanted in a way to see varying degrees of payouts. I only erect star charts for the time of the drawings to see which of them seem to have more of an influence by way of their placement in the chart; and what aspects they make to each other. Arizona Lottery delays expiration date of $12.8 million jackpot-winning ticket in legal battle
Evidently it must have been against company policy for employees to purchase rejected tickets
The stories I've seen have said the policy is that employees can't buy (any) lottery tickets at the store they work at , not just while they're working. There's also the whole deception angle of attempting to buy the ticket in the hopes that the company didn't yet know they owned a ticket worth far more than face value. I don't see any way that it was a lawful sale/purchase.
