I think it would be great if the prizes shown on scratch off tickets are the Lump Sum.
If it's 2M thats what it is then take off taxes.
Looks like everything must have an annuity version to make the prize look bigger and appealing.

I don't agree with this. It's the lottery's job to shut down so-called bulk ticket retailers, not collect all this money and then deny payment. That's what Texas tried to do to a winner and she had to sue them to collect.

Anti Computerized Lottery Petition
Wtf... I thought it was computer draw. I'm l a little over an hour away from va. When my state switched to rng . I was gonna start driving out to va once a month to get pick 5 tickets. And pb and mm. We all understand the 30% aspect for Fed taxes, should a winner be from the UK. I wonder what would happen if a future UK winner of a $300 Million Cash Value jackpot paid their 30% but developed a screw you attitude and said I'm keeping the remaining 7%. They pay 30% because they don't live in the US and don't use any of those benefits from those paid taxes. Those of us living here are actually benefiting from that 30% and not have to go through a tax hike.
It's the 1% that's actually getting the biggest breaks though.

A prize won in England will not be subject to U.S. taxes unless won by a U.S. citizen. I am not an expert but this is relatively easy to see.
A prize won in the U.S. by a non citizen would be subject to the full 37% regardless of their withholding amount.
