She cashed in the ticket for him, but gave him less than HALF of the winnings, think he won like 10 Million AFTER taxes and she was like, Here is the lump sum payment of 3 Million, you're truly a lucky winner and tried to pocket the 7 Million for herself. I've never seen a retailer print on a winning ticket before that would be an expensive printer and time consuming. The Bar Code on the back is for Lottery and Retailer use only not for the consumer, so you could have a picture on your phone and scan it and the cashier would be apart of the theft. Black out works but it's too messy just cover with a thumb or fold the bar code out of view.

Well since they disclosed their fees upfront, that is not an issue and is what the firm was supposed to do. That amount of money is not unreasonable. Even the monthly fees are not unreasonable if the client asked them to oversee the money. The issue is the theft of the money and steering the winner to personal investments where there was a conflict of interest.
