Are Lotteries Rigged

Miami Police Search For Pair In Alleged Lotto Scam
These despicable crimnals really know how to exploit the greed and stupidty of some people. This old pigeon-drop scam usually takes place within hours, but this victim had seven days to ask anybody for common sense advice (or go to Lottery Post). We keep reading about so many victims, but why hasn't there ever been anybody who was approached but did enough due diligence to catch on and get the criminals arrested?

National Parapsychology Center
In re. the newspaper ad run by The National Parapsychology Center, I agree it sounds like a scam, but they ask for no money. Therefore, what is the harm in checking it out - whenever they ask for money that would be the time to opt out. Does anyone know why this is not the logical way to approach this?
