Agreed, The NY Lottery does have a on their website a page containing photos and names of lower tier winners in addition to all jackpot winners.
When I lived in New York (I moved to Florida in 2020) it was my understanding that all jackpot winners did not have a choice to remain anonymous (so as to be able to collect their winnings) but lower tier winners were given an option to have their name and photo appear on that page. Washington, D.C. woman makes $2 million lottery claim in thematically appropriate attire
If you look at the winners spotlight, in 2025, some are listed with first name only or first name and last name initial or a descriptive word.
Some are wearing a hat and or covering their face. Again, someone possibly copying a costume is meaningless and no proof the lottery is handing out disguises. It could be photoshopped by the lottery after the fact.
I find it bizarre that this costume option would not be offered to everyone which is my concern.

As for remaining anonymous, it sounds like yes and no. Name, photo, etc are required, but it has a box you can check for Designator. Read the notice on the claim form.

Hello,MAYTE!! the only way to use previous draws is to use them as filters. I'll give an example: we have a registry of 5,000 (five thousand draws), set a minimum and maximum limit, a minimum of zero, a maximum of 4 from a 49/6 lottery. Very good points. Didn't 'they' say the jackpots would grow faster? They don't.
Also you mentioned they should reduce the tax rate, that's on the IRS not the lottery. As far as I could tell a couple of years ago there is no lottery lobbyist group to help on that.
